Togo Launches ESIA Procurement for Rail Link

The Government of Togo has issued an expression of interest for the recruitment of a consulting firm to undertake an in-depth Environmental and Social Impact Assessment (ESIA) for the proposed railway link between the Port of Lomé and the Adétikopé Industrial Platform.

The Togo Lomé–Adétikopé rail link forms part of the Transport and Logistics Services Improvement Project (PASLT), supported by World Bank financing under Grant No. E5250-TG. The project is being implemented by the Ministry of Transport, Rural Access and Rural Roads through the Lomé–Ouagadougou–Niamey Economic Corridor initiative.

The selected consultant will be responsible for delivering a comprehensive ESIA covering environmental, social, climate, and economic dimensions of the project. This includes assessment of project alternatives, identification of impacts on ecosystems and local communities, and the development of mitigation and compensation measures in line with World Bank Environmental and Social Framework standards.

The scope also requires the preparation of a full Environmental and Social Management Plan, alongside supporting plans for biodiversity, traffic, quarry operations, and risk management. A detailed climate vulnerability assessment and greenhouse gas emissions analysis will also be undertaken, reflecting increasing emphasis on climate resilience and sustainability in infrastructure development.

Interested consulting firms must demonstrate at least 10 years’ experience in environmental and social assessments, with a strong track record on World Bank-funded projects and transport infrastructure. Notably, foreign firms are required to partner with national firms.
