The Development Of The Strategic Plan Of The National Railway Company Of Guinea
In late November 2023, the National Railway Company of Guinea (SNCFG) issued an invitation for consultancy services to assist in the development of its five-year strategic plan (2024-2028) and the drafting of the railway law and its implementing texts. SNCFG, a public company established in 2010, operates under the technical and financial oversight of the Ministries of Transport and Finance, respectively. Its core mission includes designing, financing, constructing, and managing railway infrastructure for goods and passenger transport in Guinea.
The specific objectives of the consultancy include reviewing existing laws, gathering stakeholder input, assessing SNCFG’s current operations, and defining its vision and strategic direction. The consultancy will also develop a comprehensive plan, accompanied by a budgeted action plan, and draft the railway law and its implementing texts, taking into account national, regional, and international contexts.
The methodology for this mission involves an inclusive and participatory approach, with field visits, workshops, and regular consultations with SNCFG management and technical departments. The study comprises two main components: the development of SNCFG’s strategic plan and the drafting of the railway law and its implementing texts.
The project addresses the absence of a specific railway law in Guinea, aiming to regulate infrastructure development, management, and safety, and to establish a regulatory framework for the railway sector. It is noted that Guinea’s current railway infrastructure is primarily funded by mining companies for their private operational needs.
Consultants interested in this project must demonstrate technical competence and experience, having completed at least three similar projects in the past ten years. The mission, taking place over 16 weeks in Conakry, will result in deliverables including the diagnostic report, strategic plan, action plan, workshop reports, draft railway law, and its implementing texts. The selection of the consulting firm will be based on technical capacity, and expressions of interest are to be submitted by January 4, 2024.
