The African Development Bank appoints Jean-Hubert Bayala as Acting Director of the General Services and Procurement Department
The African Development Bank Group has appointed Jean-Hubert Bayala, a national of Burkina Faso, as Acting Director of the General Services and Procurement Department. This appointment takes effect as of March 1, 2023.
Mr. Bayala, is a seasoned professional with over 30 years of progressive professional, technical and managerial experience. This experience relates to support services for the main operational and financial activities of the Bank Group.
Prior to this appointment, Mr. Bayala was, since 2010, Head of the Bank’s Business Continuity Unit. In this capacity, he developed, implemented and managed the bank’s business continuity program, particularly for the continuity of operations and services.
Mr. Bayala had previously served as Acting Director of the General Services and Procurement Department, from February 2020 to April 2022.
From May 2007 to December 2009, he worked at the World Bank Group, where he was responsible for security, risk, emergency management and business continuity issues.
In a previous stint at the African Development Bank, Mr. Bayala was Team Leader of the IT Security and Business Continuity Plan. He was also a member of the Management Committee of the Department of Information Technology. During this period (from 1992 to 2007), he played a leading role in the development, coordination and implementation of the business continuity plan, which enabled the transfer of the bank from the Côte d’Ivoire to Tunisia in 2003 and his return in 2014.
Mr. Bayala holds a master’s degree in electronic engineering from the National Higher Institute of Technical Education (Côte d’Ivoire). He also holds certificates in Leadership and Management Development from the Cranfield School of Management (UK), and in Persuasive Leadership Development from the Wharton School (USA) and in Digital Transformation Strategies from the University of Cambridge Judge (United Kingdom).
Commenting on his appointment, Mr. Bayala said, “I humbly accept this appointment and pledge to fulfill the noble mandate of the bank. I want to thank President (Akinwumi) Adesina for the trust he has always placed in me and I will do my best to lead the team to deliver results during the interim period.”

Mr. Bayala is a respected professional who will lead and provide strategic direction to the team, ensuring that there is proper management of the bank’s administrative affairs, effective and efficient management of the bank’s property portfolio and the optimization of the bank’s institutional purchases”.
