South Africa: National Freight Logistics Roadmap
Officially approved by Cabinet on 8 December 2023, the National Freight Logistics Roadmap is a pivotal strategy to tackle the persistent crisis in South Africa’s logistics sector. It details essential interventions for ports and rail and aligns with the goals set in the White Paper on National Rail Policy, which the Cabinet ratified in March 2022. The Rail Policy calls for a comprehensive strategy for the development of the national rail system, ushering in significant reforms to promote policy stability and drive sectoral transformation. These reforms are intended to boost private sector investment and ensure effective economic regulation, thus providing equitable access throughout the rail network.
The implementation of the National Freight Logistics Roadmap will be managed by the Department of Transport, the Department of Public Enterprises, the National Treasury and the Presidency, in coordination with the National Logistics Crisis Committee.
“In our drive towards effective economic recovery and facilitating access to employment, it is crucial not only to enhance the freight transport system but also to undertake an extensive infrastructure development programme. This includes constructing new or modernising existing rail infrastructure to meet the immediate demands. We must advocate for and lead the development of a world-class freight logistics system in Africa that is globally competitive in terms of investment and technological advancement.” – SINDISIWE CHIKUNGA, MP, MINISTER OF TRANSPORT
