Possibilities Of Carbon Offsetting To Fund A Third Of Railway Investment

The UIC has published a brochure in the wake of the UIC World Congress on High-Speed Rail, highlighting key takeaways. Despite the pandemic, high-speed trains continue to expand rapidly. Operational line lengths grew by over 40% between 2020 and 2022, increasing from 44,000 km to around 59,000 km. Furthermore, with ongoing projects, more countries are adopting high-speed trains, as evident in construction work across Europe, Asia, Africa, North and South America, and the Middle East.

One sector drawing significant attention is financing, particularly the possibility of “carbon offsetting to fund a third of railway investment!”

The UIC World Congress on High-Speed Rail underscored the need for railway investment to improve mobility, manage land, and foster a sustainable transport paradigm. For middle-income countries, high-speed rail isn’t a luxury, it’s a necessity. Morocco’s railway sector, renowned for its simplicity and economical resource usage, was spotlighted as a possible model. Yet, financing such ventures remains a hurdle, as private funding alone is inadequate due to limited return on investment.

A proposed solution entails a three-part financing model: one-third from operating revenue, one-third from government public funding, and the last third from carbon financing, given the emission reduction capability of railway infrastructure. To illustrate, modern electrified railway systems like those in Europe only produce 0.5% of emissions for a 9% market share.

Signatories of the Paris Climate Agreement are still falling short of their emission reduction targets. Consequently, demand for carbon credit is rising as over a third of the world’s largest publicly traded companies now have net zero emissions targets. This surge paves the way for potentially funding railway infrastructure, as long as appropriate national and international regulatory mechanisms are established.
