Minister Of Transport Prioritises Rail At The African Rail Industry Association (ARIA) Annual Golf Day

The annual golf day of the African Rail Industry Association (ARIA) was held on May 19 at the Houghton Golf Club. This event provided a valuable opportunity for industry professionals to network and socialize, especially during a time of unprecedented uncertainty in the sector.

One of the highlights of the evening was the speech delivered by the Honourable Sindisiwe Chikunga, Minister of Transport, who recently presented her maiden Budget Vote Speech outlining plans and programs for the rail sector.

The government’s commitment to reinvesting in the rail industry to drive economic development was made clear. The separation of passenger and freight rail has been identified as an obstacle to this objective, and efforts are underway to address this issue.

The National Rail Policy has been developed to guide the revitalization of the sector, focusing on critical aspects that promote its development. Significant milestones have already been achieved, such as the manufacturing of modern trains and the recovery of commuter rail corridors.

The National Rail Policy also includes provisions for third-party access to the rail network, with the Interim Rail Economic Regulatory Capacity (IRERC) providing guidance on economic regulation. The policy emphasizes interventions to enable growth, transformation, and industrialization through third-party access.

Work is underway to develop a National Rail Master Plan to identify constraints, opportunities, and necessary infrastructure improvements. The Transport Economic Regulation Bill aims to ensure fair pricing, easier access for new participants, and the regulation of monopolies.

The finalization of the Private Sector Participation Framework will facilitate private sector involvement in rail revitalization. The rail industry is recognized as crucial for economic recovery and the successful implementation of the Africa Continental Free Trade Agreement. Innovative and technological solutions are essential to accelerate revitalization, promote economic growth, and reduce transportation costs and greenhouse gas emissions. The goal is for South Africa to become a prominent player in the global freight industry through a thriving railway system and increased investment.

Freight Rail Returns to the Department of Transport

During her speech, the Minister highlighted that the President announced the return of freight rail to the Department of Transport. This development emphasizes the need to urgently implement the National Rail Policy. The Minister called for proposals to accelerate the revitalization of both passenger and freight rail, covering structure, strategy, programs, and plans.

To ensure practical implementation and comprehensive expansion of the South African railway sector, the Minister requested a dialogue with the Branch through the Deputy Director-General. The aim is to formulate an Action Plan with clear time frames and measurable delivery targets. Progress will be reviewed periodically to assess the implementation of resolutions and recommendations.

Collaboration between ARIA and the Department of Transport

ARIA has signed a Memorandum of Understanding with the Department of Transport to enhance collaboration on policy work. This partnership aims to foster productive engagements that yield results and drive the country to new levels of success.
