Guinea’s Ministry of Transport and UK Export Finance Review Simandou 2040 Infrastructure Projects

Guinea’s Ministry of Transport has held discussions with a delegation from UK Export Finance (UKEF) on priority infrastructure and transport projects linked to the Simandou 2040 Programme.

The meeting took place on 12 June 2026 and was chaired by Ousmane Gaoual Diallo, Minister of Transport and Government Spokesperson. The UK delegation was led by Steven Gray OBE, Head of West and Central Africa at UK Export Finance.

According to the ministry, the engagement formed part of ongoing work around the infrastructure and transport component of the Simandou 2040 Programme. Discussions focused on projects of common interest, the strengthening of bilateral cooperation and possible collaboration around the financing of strategic infrastructure projects.

Rail transport for passengers and freight was identified as a priority area. The ministry indicated that the objective is to modernise Guinea’s transport network in order to support mobility across the country and improve the movement of goods.

UKEF reaffirmed its interest in supporting Guinea’s development priorities. The ministry stated that the UK export credit agency has already supported major investments in the country in recent years and remains willing to consider co-financing new priority projects within the transport portfolio.

The engagement forms part of Guinea’s efforts to secure credible financial partners for the implementation of infrastructure projects under the Simandou 2040 Programme, which is positioned as a key framework for national economic development and long-term infrastructure transformation.

Why it Matters

The Simandou 2040 Programme is being positioned by Guinea as a framework for long-term infrastructure transformation, with transport infrastructure central to national mobility, freight movement and economic development. The engagement with UK Export Finance signals continued efforts to structure financing around priority projects rather than treating rail and transport upgrades as isolated interventions.
