A Path to Revitalising South Africa’s Transport Sector: Minister Barbara Creecy’s Bold Vision

In a decisive Budget Vote speech delivered at the National Assembly, Honourable Barbara Creecy, Minister of Transport, outlined her strategic vision to rejuvenate South Africa’s transport sector. Addressing the myriad challenges faced by the Department of Transport (DOT), Minister Creecy emphasised the crucial role of an efficient and integrated transport system in driving the nation’s socio-economic development.

Minister Creecy reaffirmed the DOT’s mission to lead the development of efficient and integrated transport systems through sustainable policies and regulations. She underscored the importance of a functioning transport sector in moving people and goods safely, speedily, and affordably across South Africa. However, she acknowledged the current disconnect between this vision and the realities on the ground, with the sector failing to serve as an effective economic facilitator or a vital social service.

The Minister highlighted the severe impact of the COVID-19 pandemic on the freight system, leading to long delays and congestion at ports and strategic border crossings. Maintenance backlogs, cable theft, and skills shortages plagued the freight rail system, while road systems deteriorated, with many provinces failing to utilise allocated funds for maintenance and construction.

In response, the government, in collaboration with business and unions, established the National Logistics Crisis Committee (NLCC). The NLCC aims to improve operational performance, implement reforms to modernise the freight transport system, and enable efficient procurement and funding for network maintenance.

Revitalising Passenger Rail Services

The Passenger Rail Agency of South Africa (PRASA) continues to reopen passenger rail lines severely affected by infrastructure damage and cable theft. With 28 out of 40 priority lines fully operational and 256 stations functional, the rehabilitation efforts aim to ensure reliable, safe, and affordable public rail services. The Minister emphasised the need for continuous work to reopen strategic commuter corridors.

Strengthening Governance and Addressing Underspending

Minister Creecy outlined her priorities for stabilising and improving governance within the DOT and its entities. Critical vacancies will be filled, and reforms will address adverse audit findings and ensure timely payment of invoices. The Minister expressed her determination to tackle the issue of underspending on road maintenance and construction, stressing that it is unconscionable to return funds to the National Treasury while citizens navigate hazardous potholes daily.

Rail Policy and Private Sector Participation

The Minister highlighted the Cabinet-approved Rail Policy in 2023, which provides recommendations for the future of freight and urban commuter rail. The policy’s implementation will revitalise the railway sector, making rail the backbone of the transport system and leveraging freight rail infrastructure for sustainable economic growth. A planning component will assess the strategic value of branch lines and encourage both state and private investment. The planning component will also assist in furthering the expansion and regional integration of our rail network, and ensure gradual compliance with standards such as the African Union resolution on standard gauge.

Additionally, the development of a framework for private sector participation (PSP) in rail and ports aims to identify suitable areas for investment and outline structural requirements for participation. The future PSP unit will bring expertise in project design, negotiation, and contracting to address logistics challenges.

The recently signed Economic Regulation of Transport Act 2024 will establish a single transport economic regulator to enhance competitiveness and access to transport networks.

Embracing Climate Resilience and Technological Innovation

Minister Creecy stressed the necessity of building climate resilience in transport infrastructure and reducing greenhouse gas emissions. The Department’s Green Transport Strategy includes investing in green energy infrastructure, promoting alternative fuels, and extending the rail network. The transition to new energy vehicles and the implementation of digital technologies will revolutionise the transport sector, opening new opportunities for economic access and employment.

Other technological innovations mentioned by the Minister include operational automation and real-time tracking of shipments to assist in port management, digital signalling to modernise the management of our railway systems, the use of artificial intelligence in traffic management, and the introduction of self-driven vehicles and drones for delivery.

The journey to revitalise South Africa’s transport system has begun, with bold and decisive actions to ensure a brighter and more prosperous future for all.
